The international response has been cautious but consistent. The United Nations issued a statement urging “maximum restraint,” while the United States and European Union expressed concern over the potential for escalation. China, a strategic ally of Pakistan, called for dialogue, and Russia reaffirmed its support for bilateral negotiations.
