It’s a question with real-world implications for governments, businesses, and technologists worldwide.

The US currently holds the keys to many of the world’s most advanced AI capabilities. If those keys were ever turned against others—intentionally or otherwise—the consequences would ripple across the global economy, reshape alliances, and intensify the race for AI sovereignty.


The Infrastructure Behind AI Access


To understand the stakes, one must first grasp how modern AI is delivered. Most of the world's most capable AI models—such as those developed by OpenAI, Anthropic, Meta, and Google DeepMind—are hosted on US-based cloud infrastructure like AWS, Azure, and Google Cloud. These platforms offer AI-as-a-service through APIs, allowing companies, universities, and even governments around the world to integrate cutting-edge capabilities into their own workflows without building and training models from scratch.

This structure creates a dependency: users rely not only on American-developed models, but also on US-controlled compute infrastructure. Even open-source models often rely on American chipmakers (notably Nvidia) for the GPUs necessary to train and deploy AI at scale. The practical result is that access to advanced AI remains largely gated by US jurisdiction.


Precedents in Technology Control


The notion of the US using access as leverage isn’t new. Over the past decade, Washington has used its dominance in key digital infrastructure—like semiconductors, cloud services, and financial networks—to exert strategic pressure.

For adversarial states like China, Russia, or Iran, the threat of exclusion could accelerate efforts to build parallel AI ecosystems. China, in particular, has already moved to develop domestic alternatives in chips, models, and data infrastructure.

But even allies may become uneasy. European governments, for example, rely heavily on American AI infrastructure, yet are increasingly sensitive to digital sovereignty. India, the UAE, and Southeast Asian nations are also looking to reduce reliance on US platforms, especially in critical sectors like defence, education, and finance.

Multinational corporations, meanwhile, face operational risk. If the AI services they depend on are suddenly withdrawn due to regulatory shifts or geopolitical tensions, continuity could be disrupted overnight. The possibility of access revocation is now part of enterprise risk planning.


Ethical and Technological Implications


Beyond strategic considerations, the kill switch scenario poses difficult ethical questions. Should one nation—or a handful of private companies based there—be able to control global access to transformative technologies? What happens to scientific research, healthcare applications, or humanitarian work if models are turned off for political reasons?

Moreover, the centralisation of AI power increases the likelihood of bifurcation. Already, the world is drifting toward two AI blocs: a US-led ecosystem and an emerging alternative built by China and its partners. If access becomes a tool of foreign policy, this division may deepen, with implications for interoperability, standards, and global cooperation.


Countermoves and the Rise of Sovereign AI


In anticipation of access risks, many countries are now investing in “sovereign AI”—efforts to develop domestic models, data pipelines, and compute facilities.
