Starlink Direct-to-cell Is Coming To Ukraine

Ukraine mobile operator Kyivstar will roll out direct-to-cell satellite connectivity via Starlink.

According to Kyivstar, it expects to get messages working by the end of 2025 and will expand with voice and data later.

The service utilizes Starlink satellites equipped to function as virtual cell towers, enabling users to connect directly using standard mobile devices. SpaceX has been busy launching direct-to-cell-enabled satellites into the Starlink constellation, and the deal with Kyivstar is not its first rodeo regarding direct-to-cell services.

Earlier in 2024, Starlink was given temporary authorization by the US Federal Communications Commission (FCC) to operate direct-to-cell satellite-based phone services in areas hit by Hurricane Helene. It was granted authorization for further services in the US on the condition that it won't cause harmful interference.

In 2022, T-Mobile US and SpaceX announced plans to use suitably equipped Starlink satellites for cellphone coverage in remote areas of the US. In December 2024, One New Zealand launched a direct-to-cell messaging service for eligible customers.

Starlink connectivity has proven to be a valuable asset for Ukraine during the conflict with Russia. According to Kyivstar's parent company, VEON, "the service will make Ukraine one of the first countries to have the game-changing Starlink direct-to-cell service, enhancing the resilience of the country’s connectivity landscape."

VEON Group CEO Kaan Terzioglu said the plan would "take our commitment to Ukraine's connectivity to the next level, exponentially amplifying the resilience of our services with satellite connectivity."

Terzioglu added, "We look forward to exploring the opportunities across our markets that are home to 520 million people."

Kyivstar CEO Oleksandr Komarov said, "Kyivstar has been the backbone of Ukraine's resilience throughout the war, and we are committed to leaving no stone unturned to keep Ukraine connected. Our collaboration with Starlink is a game-changer in our journey towards achieving our 'LTE everywhere' ambition."

There are, however, challenges facing Starlink's direct-to-cell service. In November, the FCC deferred a request by SpaceX to operate at signal strengths beyond those permitted. Other vendors, such as AST SpaceMobile, are also working to provide service directly to customer devices.

While Starlink counts T-Mobile as a partner for its US plans, AST SpaceMobile has signed up Vodafone in an agreement to run through 2034 for space-based cellular broadband. It has also inked deals with US telco giants Verizon and AT&T. ®
